Need Help With Levels (Patchy Sunlight)

I have a GoPro video from riding a dirt bike through a forest on a sunny day. The problem is oversaturated highlights. Where the sun is hitting the dirt trail is blindingly bright and kind of blowing out the rest of the image. So I'm trying to use levels to tone down just the very high end of the spectrum. I'm having some success but at some point the whole image starts turning gray even though those highlights are dtill too bright.

I dun't understand the difference of the input & output white levels. I am assuming there is some combination of white point, gamma, brightness, and contrast which will get me to an acceptable picture. If anyone can point me in the right direction I'd appreciate it.
